Anteceden a este instrumento normativo tres leyes: la Ley Orgánica de Planificación Pública y Popular (2010), la Ley Orgánica para la Ordenación del Territorio (1983) y la Ley Orgánica para la Ordenación Urbanística (1987). Dado el contenido de la nueva norma surge como interrogante ¿Este instrumento es, ciertamente, uno con fines de planificación y gestión, o está más orientado a los intereses de la centralización política? Dilucidar este asunto, mediante la interpretación general del decreto y su relación con las otras leyes señaladas, es el propósito de este artículo de reflexión. La conclusión más importante: aun cuando la norma tiene como propósito establecer un sistema nacional de regionalización, su contenido centraliza funciones que fueron otorgadas a las entidades federales y municipales.</p><p>Abstract</p><p>In 2014, in the framework of the enabling law, the Venezuela’s president, Nicolás Maduro, sanctions a decree with rank, value and force of the Comprehensive Regionalization Law for the Socio-Productive Development of the Homeland, with the aim of regulating the whole national system of regional planning and management. This normative instrument was preceded by three laws: the Organic Law of Public and Popular Planning (2014), the Organic Law for the Land-Use Planning (1983), and the Organic Law for the Urban Planning (1987). Given the content of the new law this question arises: is this instrument for management and planning purposes or is it conceived as a political centralization? To elucidate this issue, through the general interpretation of the decree and its relation with the other laws indicated, is the purpose of this reflection paper. The most important conclusion: even though the purpose of the norm is to establish a national system of regionalization, its content centralizes functions that were granted to the federal and municipal entities.</p><p> </p&gt;}, number={59}, journal={Cuestiones Políticas}, author={Salas-Bourgoin, María Andreina}, year={2019}, month={oct.}, pages={144-163} }
