State policy of the potential-forming
space transformation in the context of the
regional development intensication

Abstract
From a documentary-based methodology, the article examines
the existing aspects of the state policy of transformation of the
space that forms potentialities in the context of intensication
of regional development. The framework for the formation of an
institutional environment to ensure the space for the formation
of potential, includes: legislative basis; institutional and legal support for
regions to gain importance in the global market. In addition, the existing
shortcomings of the State policy of transformation of the space that forms
potentialities in the context of intensication of regional development are
highlighted, which are characterized by: imperfection of the legislative
basis of regional development; unstable relations between dierent
levels of government; disregard for threats and risks in the formation of
priority tasks and regional development goals; the practice of not having
to implement strategic plans and regional development tasks, etc. It is
concluded that the existing state policy on the subject that can inuence
regional development requires improvements, these improvements will

further help to increase the eciency of management decisions and bring
to their full completion the reforms initiated in the direction of political and
administrative decentralization in Ukraine.

Política de Estado de transformación espacial
formadora de potencial en el contexto de la
intensicación del desarrollo regional
Resumen
Desde una metodología de base documental, el artículo examina los
aspectos existentes de la política estatal de transformación del espacio
formador de potencialidades en el contexto de intensicación del desarrollo
regional. La estrctura para la formación de un entorno institucional para
asegurar el espacio de formación de potencial, incluye: base legislativa;
apoyo institucional y legal para que las regiones adquieran importancia
en el mercado mundial. Además, se destacan las falencias existentes de la
política estatal de transformación del espacio formador de potencialidades
en el contexto de intensicación del desarrollo regional, las cuales se
caracterizan por: imperfección de la base legislativa del desarrollo regional;
relaciones inestables entre diferentes niveles de gobierno; desprecio por
las amenazas y riesgos en la formación de tareas prioritarias y metas
de desarrollo regional; la práctica de no tener que implementar planes
estratégicos y tareas de desarrollo regional, etc. Se concluye que la política
estatal existente sobre el tema que puede insidir en el desarrollo regional
requiere mejoras, estas mejorar ayudarán más aun a aumentar la eciencia
de las decisiones de gestión y llevar a su plena nalización las reformas
iniciadas en la dirección de la descentralización políticas y administrativa
en Ucrania.

Introduction
The current globalization challenges and processes related to the
COVID-19 pandemic require changes in the mechanisms of public policy
management in the direction of transforming the potential-forming space

to maximize of the regional development intensication. Today in Ukraine
there is a problem of asymmetry of regional development and increasing
dierentiation in socio-economic spatial development, but each region has
its own unique potential-forming features that can ensure the intensication
of regional development. The versatility of regional processes, as well as
rapid changes in the external environment necessitates purposeful activities
of state and local authorities in all areas of socio-economic processes to
ensure the intensication of regional development.
The purpose of this study is to substantiate the directions of state policy
of the potential-forming space transformation in the context of the regional
development intensication. To achieve this goal, the authors set: to
dene the state policy of the potential-forming space transformation in the
context of the regional development intensication; proving the need for
the formation of a developed eective institutional and legal environment;
the directions of providing preconditions of transformation of potential-
forming space in the context of the regional development intensication
are formulated; the directions of increase of eciency by the state policy of
the potential-forming space transformation in the context of the regional
development intensication are oered.
1. Literature Review
Domestic and foreign scholars have devoted a lot of research to the
study of mechanisms of public administration in various elds, features
of regional development management, the transformation of potential-
forming space, among which the following should be noted: Becerra L.,
Carenzo S., Juarez P. (2020); Bouckaert (2019); Butko, Ivanova, Samiilenko
(2020); Castellanos (2019); De Leon (2019); Efremov (2020); Halkos, Moll
de, Todorov (2021); Khanin, Ishchejkin (2021); Khudolei, Mashnenkov,
Derkachenko (2021); Kraynyuk, Uhodnikova, Vlashchenk, Sokolenko,
Viatkin (2020); Ljungholm (2017); Loginova, Loseva, Polkovnikov (2020);
Mukhametzhan; Junusbekova, Daueshov (2020); Rasniqi (2019); Revko
(2020); Reznichenko, Shishkin, Shichiyakh, Smolentsev (2016); Sakharova,
Avdeeva, Golovina, Parakhina (2021); Salbaroli and Mazzini (2018); Skica
and Dvouletý (2018); Soboleva; Matveev; Ilyukhina; Emenko; Simonov
(2019); Vovk, Saloid, Kostiunik (2021); Wu (2018); Xu and Li (2019); Yin
(2018); Yukhneva, Mokerova, Kukhtin (2016).
According to the authors (Yukhneva et al., 2017) the system of state
strategic management today is an outpost of the state which performs the
functions of strategic management development and predicates as well as
evaluates the eectiveness and quality of planned trajectories of economic
development of regions regions and the state as a whole. The aim of the

research (Soboleva et al., 2019) is to develop a mechanism for assessing
the level of regional development and identifying the factors inuencing
this process. The research (Krasniqi, 2019) is based on the development
of a strategic model of regional economic development that will positively
inuence and support the business environment as well as inuence the
overall development of the country through coordinated project management
and creating synergies between communities local authorities and business.
The study (Reznichenko et al., 2016) species and adds the principles of
substantiation of the eectiveness of the goals of the program for managing
the development of socio-economic systems. The scientic novelty of the
scientists’ article (Sakharova, 2021) is the formation of an eective system
of public administration taking into account the specics of economic and
managerial relations with stakeholders which is aimed at the balanced
development of the Arctic. The article of scientists (Loginova et al., 2020) is
aimed at substantiating the model of information-analytical complex which
allows to control the processes of formation and realization of motivational
potential of the population in the system of public administration which
is considered as a social technology of institutional competitiveness of the
region.
The results of the authors’ study (Skica and Dvouletý, 2018) are studies
for politicians based on information about the regions with the largest /
smallest size of public administration at the local level. The authors of the
article (Mukhametzhan et al., 2020) recommend the creation of an integrated
multilevel management system that provides feedback and preventive
management classifying the consequences of urban policy in the regions
and the consequences of achieving the goals of strategic development. The
researcher (Efremov, 2020) proposes a model of a mechanism for identifying
and eliminating systemic legal restrictions on the digitalization of public
administration based on a structural and functional analysis of existing legal
mechanisms. The researcher (Castellanos, 2019) analyzes the application
of social responsibility in the round-the-clock management of public
administrations its inclusion in the guidelines governing its activities and
responsible actions that administrations are obliged to take in various spheres
of life they aect. The study (Xu and Li, 2019) considers the denition of the
scientic subtext of the coordinated development of the regional economy
and three indicators are put forward to assess the coordinated development
of the regional economy.
2. Materials and Methods
The methodological basis of this study were general scientic techniques
and special methods of scientic knowledge to study the issues of state
policy of transformation of potential-forming space in the context of the

regional development intensication. Namely, the work used a dialectical
method to establish the existing relationships of dierent authorities in the
context of decentralization of power. Monographic method and method of
generalizations for comparison of institutional support of transformation of
potential-forming space in Ukraine and developed European countries and
for substantiation of practical recommendations on directing directions of
state policy of regional development on its intensication. Method of analysis
and synthesis to identify the main factors inuencing the transformation
of the potential-forming space in the context of intensication of regional
development. Method of abstraction and formalization to substantiate the
conceptual provisions of the state policy of transformation of the potential-
forming space in the context of the regional development intensication.
3. Results
The state policy of transforming the potential-forming space in the
context of the regional development intensication should be understood
as creating appropriate conditions for the functioning of existing and
/ or launching new institutions, both at the state and regional and local
levels, that can eectively inuence the coordination of development
and implementation programs and monitoring of the state of spatial
development for its intensication.
To ensure the potential-forming space for the intensication of regional
development, it is necessary to form a developed eective institutional and
legal environment, the basis of which is:
rstly, the legislative basis, which consists in: nal consolidation of the
legislative foundation for regional policy and local self-government, taking
into account the processes of decentralization of power; coordination and
legal consolidation of the resource base to ensure the potential-forming
space transformation, including nancial to intensify the development of
regions; solving urgent problems of sustainable development of regions in
accordance with state strategies of sustainable and regional development;
use of modern tools to intensify the activities of regional entities to ensure
the intensication of the development of regional economic systems;
secondly, institutional and legal support for regions to acquire
subjectivity on the world market and regulate their economic cooperation
and integration to ensure the transformation of potential-forming space
for intensication of regional development, accompanied by globalization,
improvement of cooperation mechanisms and its intensication between
regions as interregional, and at the international level;
thirdly, institutional support for the governance of the potential-forming

space transformation, which consists in building the institutions of local
and regional government, which contributes to the establishment of closer
relations and closer ties between dierent branches of government. This, in
turn, will help to respond more quickly and meet the specic needs of the
subjects of a particular territory, taking into account the specic features
of the regions, as well as the ability to jointly achieve national and regional
development goals;
fourthly, institutional and legal support for more ecient use of available
resources, promotion of the most ecient attraction of capital and capacity
building of the regions.

the context of the regional development intensication are presented in g. 1.

Institutional preconditions for the potential-forming space
transformation in the context of the regional development intensication
should be directed towards ensuring:
- an eective system of regional development management at various
levels of government, which contributes to the transformation of

the potential-forming space favorable for ensuring the eective
operation of the subjects of regional economic systems;
- a strong developed competitive market, the functioning of which
aects the intensication of development, acting as a catalyst for the
intensication of the activities of the subjects of the regions;
- an extensive modern market infrastructure that will help to use all
existing and create new benets for the regions under the inuence
of the transformation of the potential-forming space, as well as
increase the economic security of regional development and the
national economy as a whole;
- intensication of cross-border cooperation, which will allow to use the
specic features of border regions and increase their competitiveness
in the world market due to the desire and available opportunities to
gain a stable position in the international market, as well as increase
the potential for regional development;
- promoting the investment attractiveness of the regions, which will
help to intensify the development of regional economic systems not
only under direct scal stimulus, but also other sources of investment
resources.
It should be noted that the intensication of regional development in
Ukraine has created a regulatory framework that includes: the Constitution
of Ukraine, Budget and Tax Codes of Ukraine, as well as a number of
laws of Ukraine, including «On Principles of State Regional Policy», «On
Local Self-Government in Ukraine» , «On stimulating the development of
regions», «On local state administrations», «On state target programs»,
«On state forecasting and development of programs of economic and
social development of Ukraine», etc. Various state and regional strategies
for the short, medium and long term, but the number of legal acts does
not guarantee their coherence and perfection in the transformation of the
potential-forming space in the context of intensifying regional development.
Despite the fact that the institutional space in Ukraine as a whole is
formed, it does not meet the modern paradigmatic challenges of social
development in the context of globalization. This is manifested in the
fact that the current institutional support for regional development is
characterized by such shortcomings as:
- the imperfection of the legislative framework of regional development,
which is manifested in the fragmentary and unsystematic development
and implementation of legislation. The reason for this imperfection
is primarily a change in political power and, accordingly, a change in
the course of eorts and direction of strategic vectors of development
of the national economy in general and the regions in particular;

- the unsettled relations between the various levels of government,
which is caused by the incompleteness of decentralization reforms
and, as a consequence, administrative-territorial reforms;
- inconsistency of institutional and legal principles of regional
development of Ukraine with the principles of regional development
of European countries, as regions in Ukraine are not considered as
self-sucient objects and separate actors taking into account the
principle of subsidiarity and integrity of the state;
- disregard for threats and risks in the formation of priority tasks and
goals of regional development related to the globalization challenges
of social development, as well as the processes of Ukraine’s integration
into the world economic space;
- the practice of not having to implement strategic plans and objectives
of regional development, which is also sometimes associated with
changes in political elites and government, as well as underfunding
of development programs;
- the lack of a clear legislative denition of the hierarchy of strategic
planning documents in public administration, which is sometimes
associated with unsatisfactory information support on the goals
and objectives of strategic measures and information on their
implementation and results and dynamics of regional development;
- insucient development of interregional cooperation and interaction,
lack of eective institutions of state and regional governance to
establish and support these processes. In turn, imperfect interregional
integration and cooperation reduces the balance of national, regional
and local interests;
- the imperfection of the legal regime of regulation of communal
property relations in accordance with international law, where the
sale of communal property is limited, and the most common is the
transfer of communal property for long-term lease;
- the instability of the political and economic situation in the country,
which negatively aects the attraction of investment resources in
intensifying regional development and solving urgent problems
of regional development, there are legal restrictions on attracting
nancial resources from the European Union and other international
sources;
- the underdevelopment of existing public institutions to support
the intensication of regional development, the positive eect of
which is evidenced by the experience of leading European countries,
which have developed such institutions to support and enhance
regional development, as: trade unions; state companies of regional

development and investment corporations to support and stimulate
intellectual, innovative, creative activities; development agencies at
various levels; employment organizations at the regional and local
levels; guarantee and charitable funds; communal foundations;
associations of municipalities; chambers of commerce and industry;
various enterprises and organizations of innovation infrastructure.
The institutional and legal basis for potential-forming space
transformation in the context of the regional development intensication
hould be improved in accordance with the European experience of
institutionalization, where there is a stable system of relations between
regions, state and European agencies. The institutional environment of
the regional development intensication requires the implementation of
European legal relations between state, regional and local authorities.
It should be noted that there are positive changes in institutional changes
in the direction of the potential-forming space transformation in the
context of the regional development intensication, which are associated
with decentralization processes resulting in the delegation of much power
from local authorities to the local level:
rstly, to monitor from the public the state of implementation of
delegated powers;
secondly, if necessary, provides mechanisms for the return of powers to
state execution, if necessary.
However, the delegation of power must be accompanied by the transfer
of certain resources to perform the relevant functions. Today, there is no
clear delineation of delegated powers at the regional and local levels, as
well as the consolidation of sources of funding. This situation has a negative
impact on the eciency of delegated functions and the intensication of
regional development.
Decentralization of power in accordance with the principle of subsidiarity
allows regions to act as self-sucient relatively independent subjects of
territorial governance and to be drivers of accelerating the development of
productive forces, but there must be not only the transfer and delegation
of certain functions but also resources. Public authorities should promote
the potential-forming space transformation in the context of the regional
development intensication.
The study substantiates the need to improve the quality of the
management environment, which is caused by the unsatisfactory level
of regional management. The level of competence, which is manifested
in the adoption of sound and strategically sound management decisions,
aects the eectiveness of management of the potential-forming space
transformation in the context of intensifying the development of regions
as a whole.

Conclusion
Thus, the existing state policy of the potential-forming space
transformation in the context of the regional development intensication
requires improvement, which will help increase the eciency of management
decisions and bring the initiated reforms in the direction of decentralization
to their full completion. This requires improving the legislative framework of
state policy of the potential-forming space transformation in the context of
the regional development intensication by modernizing the constitutional
levers of regional development of the state taking into account the principle
of subsidiarity as a basis for strategically oriented state policy towards
decentralization.
According to the authors, this can be achieved by standardizing in the
Constitution of Ukraine, taking into account the democratic principles of
organization of power at the regional level of European countries and the
European Charter of Local Self-Government, in relation to the management
of territorial development. at the regional and local level, expanding the
powers of local self-government and consolidating the relevant resources,
including nancial ones, for their implementation.
Measures to improve the institutional mechanisms of the potential-
forming space transformation in the context of the regional development
intensication, which should include:
- formation of an eective, coherent, complete and stable legal basis
for the implementation of the state policy of the potential-forming
space transformation in the context of the regional development
intensication;
- based on the monitoring of all existing targeted regional development
programs, it is necessary to make eorts to co-nance them, as one
of the problems of targeted planning is their constant underfunding,
which has a negative impact on the regional development
intensication;
- coordination of the outlined goals and objectives of long-term
and medium-term programs, strategies and plans of regional
development, as well as the implementation of state policy to direct
eorts in a single vector of development and their promotion among
the population;
- development of new, eective institutions to support the regional
development intensication, which consists in the creation of new
institutions, including those aimed at stimulating innovative,
intellectual, creative activities of regional development entities for
its intensication;

- improving the quality of management by raising the level of
competence of employees at both regional and local levels;
- introduction of mechanisms to intensify the attraction of nancial
resources to intensify regional development, including through the
use of potential investment opportunities of the European Structural
Funds, directing the State Fund for Regional Development of Ukraine
to transparent nancing of regional development projects that can
transform potentials in the context of regional development.
Further research is required to develop an organizational and economic
mechanism of state policy for the transformation of potential-forming space
in the context of the regional development intensication, which should
include a system of strategic measures to intensify regional development at
dierent levels of government.
